Lt. Gen. (Retd.) V R Raghavan, PVSM, UYSM, AVSM is President, Centre for Security Analysis (CSA) and Director, Delhi Policy Group (DPG)
After a distinguished career in the Indian Army, where he was decorated on three occasions, Gen. Raghavan retired as Director General of Military Operations. His combat experience included operations in wars with Pakistan and China and in counter-insurgency campaigns.
 
The General has authored books amongst which, the monograph, India’s Need for Strategic Balance; essay on Limited War and Nuclear Escalation in South Asia, the books Infantry in India, and Siachen–Conflict without End are widely known. He has edited more than a dozen books. His articles have been carried in leading newspapers, journals, magazines in India and internationally.  He is a Guest Lecturer at Indian War colleges and the National Defence College. 
He graduated from the Royal Military College of Science and Army Staff College, U.K. in 1968
 His expertise lies in Security and Peace Studies, Nuclear Deterrence and Non-Proliferation, CBMs, Non-Traditional Security, South Asia, Military History & War Studies.

Mr. Ajit Doval, KC, IPS (Retd.)

He is a Former Director, Intelligence Bureau.

After topping Agra University in M.A. Economics in 1967, he joined Indian Police Service in 1968. He joined the Intelligence Bureau in 1972, and held various senior positions within the country and abroad including North-East, Sikkim, Punjab, J&K, Pakistan, U.K., etc. Highly rated expert on terrorism, counter-intelligence and operations, he was a Founder Chairman, Multi Agency Centre and Joint Task Force on Intelligence. He is a recipient of Kirti Chakra, one of the highest military decorations for Gallantry. He was also a country’s youngest officer to be awarded prestigious Indian Police Medal for Meritorious Service at the age of 29 years, a record he still holds. A recipient of President’s Police Medal for Distinguished Service, he is a graduate of National Defence College. A noted Strategic Analyst and writer on national security issues; he is presently a Director Vivekananda Kendra International and Secretary General of Policy Perspective Foundation.

Vice Admiral Arun Kumar Singh (Retd.)

Vice Admiral Arun Kumar Singh retired as Flag Officer Commanding-in-Chief, of the Eastern Naval Command, Vishakapatnam. His key appointments included Director General of the Indian Coast Guard (during the Tsunami of 26 December 2004), and Commander-in-Chief of the Tri-Service Andaman and Nicobar Command. He is also a prolific writer on maritime, strategic and nuclear issues.

Ms. Arundhati Ghose

 The writer joined the Indian Foreign Service in 1963 and served in various capacities in the Ministry of External Affairs and in Indian missions abroad.Was in charge of economic relations when economic reforms were launched in 1991. Served in the Branch Secretariat of the Ministry to liaise with the Bangladesh Government-in-exile in Calcutta during the birthpangs of that nation-State. Served as Ambassador in Egypt, South Korea and as Permanent Representative to UNESCO and to the UN Offices in Geneva. 

As Ambassador to the Conference on Disarmament in Geneva she etched in indelible words the sovereign resolve of the Indian nation never to sign the Comprehensive Test Ban Treaty (CTBT).  Her words reverberate in Indian hearts to this day. She told the world in measured, authoritative tones that India would never sign the CTBT. “Not now! Not ever!”.

Lt Gen Arvind Sharma (Retd.)

Prof. Ashok Parthasarathi

The writer is a physicist and electronics engineer by original training and a social scientist and science policy analyst by subsequent training. Joining the Department of Atomic Energy in 1967 as Special Assistant to the then Chairman, Atomic Energy Commission (AEC), 

Dr. Vikram Sarabhai, he also set up the Programme Analysis Unit, as an inter-disciplinary policy planning and management services unit to the AEC. In mid 1970, he joined the Secretariat of Prime Minister late   

Mrs. Gandhi as Special Assistant for Science and Technology. For the next five years he dealt with a wide range of science and technology policy planning and management matters. These included the setting up of the Department of Science and Technology, the Department of Electronics and the Department of Space, the preparation of the nation's first comprehensive S&T plan under the auspices of the National Committee on Science and Technology and several major projects in the areas of atomic energy space, electronics and defence. He is the only person to have held such a position to date.After retiring from the Government of India in the year 2000, he was invited by the Jawaharlal Nehru University to be a Professor in the Centre for Studies in Science Policy. Over 2002-03, he was a member of the Task Force set up by the Government of India under the Chairmanship of the then Deputy Chairman, Planning Commission K. C. Pant, to draw up a plan for making India "A Knowledge Super Power".

 
Mr. B. V. Kumar, IRS

 The writer was Director-General (Revenue Intelligence) and Director General, Narcotics Control Bureau. During the Interpol Conference held at Nice in November 1987, he was elected as President of the Drugs Committee which is one of the most important Committees of Interpol. Visiting Lecturer at  National Defence College, New Delhi and National Police Academy, Hyderabad. Co-authored a book “The Narcotic Drugs & Psychotropic Substances Laws of India” and authored  “The Preventive Detention Laws of India”.

Brig. (Retd.) Chitranjan Sawant, VSM

Mr. Gopalaswami Parthasarathy

Gopalaswami Parthasarathy was born on May 13, 1940 and retired from the  Foreign Service in 2000. Prior to his entry to the Indian Foreign Service Mr. Parthasarathy was a Commissioned Officer in the Indian Army (1963-1968), after having graduated with a B.E. Degree in Electrical Engineering from the College of Engineering, Guindy, Madras in 1962.
He has served as Ambassador of India to Myanmar, 1992-95, High Commissioner of India to Australia 1995-98, High Commissioner of India to Pakistan 1998-2000 and High Commissioner of India, Cyprus (1990-92).
In New Delhi, Mr. Parthasarathy was Deputy Secretary in the Foreign Secretary’s Office (1976-1978). He has served as Spokesman, Ministry of External Affairs and Information Adviser and Spokesman in the Prime Minister’s Office with Prime Minister Rajiv Gandhi (1985-90). He has been a member of Indian Delegations in several international conferences including summits at United Nations, Non-Aligned Movement and SAARC.
Mr. Parthasarathy is presently Visiting Professor in the Centre for Policy Research in New Delhi.

 
Brigadier Gurmeet Kanwal (Retd.)

He is a Director, Centre for Land Warfare Studies (CLAWS), New Delhi.

Brig. Gurmeet Kanwal commanded an infantry brigade in the high-altitude Gurez Sector on the LoC with Pakistan (Operation Parakram, 2001-03) and an artillery regiment in counter-insurgency operations in Kashmir (Operation Rakshak, 1993-94). He has served as Deputy Assistant Chief of Integrated Defence Staff (Doctrine, Organisation and Training Branch) at HQ Integrated Defence Staff, New Delhi; as Director MO-5 in the Directorate General of Military Operations at Army Headquarters (dealing with threat, strategy and force structure); United Nations Military Observer in UNTAG, Namibia; and as an Instructor-in-Gunnery at the School of Artillery, Devlali.

 
Mr. Gyan Prakash Pilania (IPS Retd.)

 Joginder Singh is former Director of Central Bureau of Investigation and is best known for bringing the Bofors papers from the Swiss courts to Delhi.  As a student he was selected for the Indian Police Service at the age of 20.  He has held a number of posts with distinction both in Karnataka and Central Government, which include Special Home Secretary to the Government of Karnataka.  Director in the Commerce Ministry.   Director General, Narcotics Control Bureau, Director General of Indo-Tibetan Border Police Force.      Director General of Central Industry Security Force and Bureau of Police Research and Development.  Director General of Railway Protection in the Railway Board.Special Secretary in the Union Home Ministry.    Has also served as Inspector General of  Police in the Central Reserve  Police Force, the largest paramilitary force. Joginder Singh is both a regular columnist of leading dailies in India, and is a author of repute, with 50 books (including versions in Indian and foreign languages) to his credit.

 After retirement as Director, Central Bureau of Investigation, New Delhi, the writer worked for 16 months and revised the police manual for Andhra Pradesh which now is the working manual of Police Force in Andhra Pradesh. He has also completed a UNDP project on training as a senior consultant to Administrative Staff College of India, Hyderabad.

Mr. Kalyan K Mitra IPS

The writer took his master's degree in economics from Calcutta University and joined the Indian Police Service in 1960. He served in Orissa in the early years of service and joined the R&AW in Cabinet Secretariat. He was Director, Aviation Research Centre and retired as Principal Director, DG Security. After retirement he has kept himself busy in strategic studies and writing on security related issues. He is closely associated with a number of Think Tanks.
 

 
Mr. Kamala Kanta Dash

The writer is working on Police-Community Engagement in India and Australia for a PhD at Monash Asia Institute, Monash University. He is an active member of the course organizing team of Masters of International Crisis Management, an innovative programme launched by Monash Asia Institute. He was a Fellow of Australia-India Council (AIC), Department of Foreign Affairs and Trade (DFAT) Government of Australia in 2007.  He has an MPhil from School of International Studies, Jawaharlal Nehru University (JNU, New Delhi) and an MA in Political Science and World Affairs from Ravenshaw (Odisha). During his work as a life skills trainer for the Prism-Hindu Newspaper in Education (NIE) programme and as a lead National Service Scheme (NSS) volunteer at JNU, Mr Dash  received training in theatre, human rights, disaster management, community volunteering and HIV/AIDS Peer Education. His main academic areas of interest include citizen participation in public policy, police in the criminal justice system, social theory, international relations and interfaith dialogue. He likes to read and practice yoga... and is an ardent fan of cricket and Bollywood dance.

Mr. Krishnamurthy Santhanam

The writer is a physicist from the BARC cradle with acknowledged contributions in radiation transport theory, reactor shielding and hazard analysis. He is an alumnus of the International Institute for Nuclear Science and Engineering, Argonne, Illinois. He made path-breaking revelations on the emerging Sino-Pak nuclear and missile nexus.  He was Programme Coordinator of the Pokhran II campaign while, simultaneously, spearheading the effort in DRDO to reduce the size and weight of the 1974 device design. He was also Director General, Institute for Defence Studies and Analyses IDSA, New Delhi. Presently, he is President of the India-Central Asia Foundation.  He has authored / edited more than 12 books. He was honoured with Padma Bhushan award in 1999.  

 
Mr. Kunwar Vikram Singh

 The writer is Chairman of Central Association of Private Security Industry (CAPSI) and also President of Association of Private Detectives of India (APDI). He was elected to the Board of Directors of World Association of Detectives (WAD) at its annual conference held at Denver, USA on 17 September 2008. He was awarded “Investigator of the Year-2006” by World Association of Detectives Inc. (WAD) at its annual conference held at Tokyo. Japan. His professional ability was once again recognised by World Investigators Network (WIN) when he was declared “Best Investigator of the Year-2007” at Lisbon, Portugal. He is the only private investigator in the world who was awarded twice by his peers. This is a rare achievement in the field of Intelligence and Investigation. Mr. Tanquin Hall, an acclaimed British author has written a best seller “The Case of a Missing Servant” which is based on a case solved by the writer.

 
Dr. L. V. Krishnan

The writer is former Director, Safety Research Group. Indira Gandhi Centre for Atomic Research. Kalpakkam, Tamil Nadu. A physicist by training, he has served in the DAE for nearly four decades, the first half of which was spent in BARC at Trombay engaged in safety analysis and review of various types of nuclear installations. In the second half of service he was engaged in setting up a Safety Research Laboratory at IGCAR Kalpakkam.  Post-retirement, he has co-authored two books. One of them is a historical chronicle titled 'Atomic Energy in India - Fifty Years'. It was published by the DAE in 1998 and had C. V. Sundaram and T. S. Iyengar as the other contributors. The other book titled 'Elements of Nuclear Power' with R. Ramanna as the co-author was published by Gandhi Science Centre of Bharatiya Vidya Bhavan. He is also the co-author of the report published by CSTEP titled 'Nuclear Power - The Road Ahead'.

 
Mr. Luis Peral

The writer is Doctorate in Law and MA in European Union law from the University Carlos III of Madrid, where he was also a lecturer in International Law from 1992 to 2004. Former Ramon y Cajal researcher at the Ministry of the Presidency of the Spanish Government from 2004 to 2008. He was senior Fellow at FRIDE (2004-2006) and Director of the Conflict Prevention and Resolution Programme at the Toledo International Centre for Peace, CITpax (2006-2008).

 
Dr. M. Srinivasan

Formerly Associate Director, Physics Group, BARC, Mumbai the writer is from the first batch of the BARC training school. He served as a Reactor Physicist and an experimental Nuclear Physicist at BARC, Mumbai for 40 years (1957 to 1997). His specialisation was in the general area of Nuclear Science and Technology, focusing on the "Physics of Fission Chain Reactions and Fusioning Plasmas". At the time of his retirement he was Head, Neutron Physics Division of BARC and also Associate Director of its Physics Group. His main contributions were in the design, construction  and experimentation with the three Purnima series of experimental nuclear reactors at Trombay and played a key role in the 1974 Pokhran nuclear explosion experiment. He was responsible for initiating Fusion Plasma experiments culminating in the building of the huge 500 KJ Capacitor Bank Facility at Purnima laboratories. During the last seven years of his research career at BARC he was deeply involved in the study of the controversial new field of "Cold Fusion". 

 
 
Mr. Maloy Krishan Dhar

Maloy Krishan Dhar served as a Senior Operative in the Intelligence Bureau. After retirement, he took to authoring books and freelance journalism, and has contributed to English and Hindi newspapers and magazines.

 
Dr. Mondira Dutta

 Dr Mondira Dutta is currently an Associate Professor in the School of International Studies, Jawaharlal Nehru University, New Delhi, India. Her fields of specialisation include Gender Studies, Human Security & Development with particular reference to India, Afghanistan and Central Asia. Currently she is actively engaged in an evaluation study for the Ministry of External Affairs, Govt of India on ‘the Indian Initiatives for the Afghan Women’. A member of the governing board for several national and international organizations, she has worked as a consultant to several international organizations such as, the British Council, Ford Foundation, NOVIB (The Netherlands), the DFID, The World Bank, International Human Rights Commission, Geneva and UNIFEM. Her recent books include “Emerging Afghanistan in the Third Millennium” and “Capturing Women’s Work”. She has completed an evaluation study in March 2010, on the ‘Anti-trafficking measures of UNIFEM against human trafficking of women and children in South Asia’ as the team leader. 

 
Dr. Monika Chansoria

 The writer joined the Centre for Land Warfare Studies (CLAWS), New Delhi, as Research Fellow after completion of her Post-Doctorate in International Relations from France in 2008. She received her PhD Degree in International Politics from the American Studies Division of the School of International Studies, Jawaharlal Nehru University (JNU), New Delhi. She is the author of “Chinese WMD Proliferation in Asia: US Response” and the co-author of 

“Afghanistan: India’s Strategic Stakes.”
 
 
Dr. Muzammal Hussain

 The writer is alumnus of Aligarh Muslim University and is currently Associate Professor of Sociology in the Department of Higher Education, Government of Jammu and Kashmir and is posted at the Government Degree College, Ramnagar. The insurgency has caused him immense personal pain after his elder brother was beheaded by militants. He was forced to leave his village and take refuge in Jammu.

Vice Admiral (Retd.) P S Das

The writer retired from the Navy as Commander-in-Chief of the Eastern Naval Command. He has been Co-Chair of the Maritime Security Group in the Council of Security Cooperation in Asia Pacific, writes frequently on strategic and security issues and is a regular speaker at War Colleges in India. He has served as member of the National Security Advisory Board.

 
Dr. P. K. Iyengar

The writer is former Chairman, Atomic Energy Commission. He joined the Department of Atomic Energy in 1952 as a young research scientist. As Director, Physics Group at the Bhabha Atomic Research Centre, India’s premier research centre, he played a leading role, both scientifically and in terms of planning and coordination, in the Peaceful Nuclear Explosion at Pokharan in 1974, for which he was conferred the Padma Bhushan in 1975. He took over as Director of the Bhabha Atomic Research Centre in 1984. As Director, one of his first tasks was to take charge of the construction of the DHRUVA reactor, the completion of which was then in question and bring it to a successful conclusion. During his tenure as Chairman of the Indian Atomic Energy Commission and Secretary to the Department of Atomic Energy he initiated proposals for the export of heavy water, research reactors, hardware for nuclear applications, etc., to earn precious foreign exchange.

Mr. Prakash Singh (IPS Retd.)

The writer is distinguished police officer of India. Served as Police Chief of Uttar Pradesh and Assam, he commanded BSF and has an excellent track record for combating terrorism in the most turbulent parts of India. He was awarded the Padam Shri in 1991. An expert on internal security, he has given lectures in premier institutions and seminars across the world and has also written several articles and books on 'Nagaland' and 'The Naxalite Movement'.

 
Lt. Gen. (Retd.) R.K. Sawhney

The writer retired as the Deputy Chief of the Army Staff.  He is a post graduate in Defence and Security Planning from the Royal College of Defence Studies, London. He has commanded an Infantry Battalion, Division and Corps during his military career and subsequently served as the Director General of Military Intelligence. Rear Admiral Raja Menon (Retd.)

Admiral Menon was a Career Officer and a Submarine Specialist in the Navy and retired in 1994 as the Assistant Chief of Naval Staff (Operations). Published works include Maritime Strategy and Continental Wars, a standard text for the Staff College. His second book ‘A Nuclear Strategy for India’ is recommended reading for the Indian Strategic force. His third book ‘The Indian Navy: A Photo Essay’ is the official gift of the Navy. Edited books ‘Weapons of Mass Destruction: Options for India. An Occasional Paper - The US-India Non-proliferation Divide; the Way Ahead by Cooperative Monitoring Center, Sandia in 2005.

Admiral Menon was a member of the Arun Singh Committee and of the National Defence University Committee. He is a visiting lecturer at the institutes of higher study of the Indian Armed Forces. He headed the group that recently wrote the Indian Navy’s New Maritime Strategy. Recently retired as the Chairman of the Task Force on Net Assessment and Simulation, National Security Council, and is a distinguished Fellow in the Institute of Peace and Conflict Studies and the National Maritime Foundation.

 
Dr. Rajendra Prasad

The writer is Professor in the Department of Defence and Strategic Studies (DDSS) and Dean, Faculty of Science, DDU Gorakhpur University, UP, India. Lt Gen V K Jetley (Retd)

The writer retired as Master General of Ordnance, Army Headquarters. A fourth generation officer, who was commissioned into the Infantry in 1965. During 40 years service in the Indian Army he has held various prestigious command and staff appointments which include command of a Brigade deployed in the highest battlefield in the world, a division in the desert and a corps in active insurgency areas. He retired as Master General of Ordnance. As UN Force Commander in Sierra Leone November 1999 to October 2000. V. Balachandran is a former Special Secretary of the Cabinet Secretariat. He was also a part of the high level committee appointed by the Maharashtra government to enquire into Mumbai 26/11 terror attacks. Dr. Vedpratap Vaidik

The writer is a renowned expert on Afghanistan. He is the only one among the top Indian experts on international affairs, who has studied at Kabul University, knows the languages of Afghanistan and has travelled extensively in that country. His PhD thesis (JNU): A Comparative Study of Afghanistan’s Relations with the USA and the USSR has won international acclaim, though it was written in Hindi, which ignited uproarious debates in the Indian Parliament 45 years ago. He has published two books and more than 80 articles and research papers on Afghanistan including a few in English, Russian and Persian. He has been in touch with almost all the Presidents, Prime Ministers and major factional leaders of Afghanistan throughout these years of turmoil. He is the former Editor of PTI-Bhasha and Nav Bharat Times. He has been a Senior Fellow at Institute for Defence Studies and Analyses (IDSA) from 1981 to 83.

 
Lt Gen VG Patankar (Retd.)

The writer was the Quartermaster General of the Indian Army before he retired. He is Distinguished Fellow at Observer Research Foundation, New Delhi. During the Kargil war, he was commanding 28 Infantry Division on the Line of Control in J&K. For the role played by him in that war, he was awarded Uttam Yudh Seva Medal. Later he was the Corps Commander of the prestigious 15 Corps engaged in management of the Line of Control and counter terrorist operations in the Kashmir Valley.
